The Medicaid Waiver Waitlist
Overview
People who have been determined eligible for Agency services may elect to be served through one of the Developmental Disabilities Home and Community Based (DD/HCBS) Medicaid waivers. If a preliminary determination of eligibility for the waiver is made, but no vacancy or funding is available to serve the applicant on the waiver, the applicant will receive notification of his or her placement on the waitlist for waiver services. The Agency for Persons with Disabilities (APD) maintains a waitlist in accordance with the DD/HCBS Medicaid Coverage and Limitations Handbook rule requirements.
People on the waitlist are only eligible for limited Individual and Family services funding, based on funds appropriated to the Agency each year. Services purchased with these funds are non-recurring from one fiscal year to the next.
To assist people whose needs cannot be addressed due to lack of funding, the Agency has developed plans to assist in accessing other resources.
Area 3 Waitlist Assistance Plan
The Area 3 office in conjunction with the Area 3 Family Care Council has developed an action plan designed to maximize assistance to people on the waitlist and their families.

Crisis Application
Subject to funding availability, the Agency will accept requests for crisis enrollment in a HCBS waiver by the applicant or the applicant's family, guardian, guardian advocate, or support coordinator. The applicant or applicant's representative shall request crisis enrollment through the Area Office in the service area where the applicant resides.
